시장에 동전이 유통되지 않으면서, 미국에서는 1센트 동전을 없애는 것에 대한 논쟁이 재점화되었습니다.
코로나 바이러스 팬데믹으로 미국 내 유통되는 동전이 부족해지면서, 이제는 정말 1센트 동전을 없애야 하는 게 아니냐는 목소리가 미국 내에서 높아지고 있습니다.
락다운 기간동안 사람들이 집에 머물면서 현금으로 물건을 구매하기보다는 온라인으로 쇼핑을 하였기 때문에 시장에 동전이 부족해졌습니다.
물가가 상승하면서 1센트로 구매할 수 있는 물건은 거의 없다시피 하고, 1센트 화폐 가치가 하락하고 있으며, 1센트 동전을 생산하는데 약 2센트가 필요해졌고요. 실제로 사용하기 불편하다는 이유로 1센트 동전의 사용이 점점 줄어들고 있다고도 합니다. 우리나라도 10원짜리 동전을 잘 사용하지 않는 것처럼 말이죠.
1센트는 0.01 달러에 해당하는 금액으로, 앞면에는 에이브러햄 링컨이, 뒷면에는 연방 방패가 새겨져 있습니다. 미국 동전 중에서 가장 작고 구릿빛이 도는 동전이고요, 우리나라의 10원과 비슷합니다.
국내에서도 10원을 제작하는 데 24원이 필요하다는 이유로 10원 동전 생산에 대한 찬반 논란이 있었는데요, 지금은 제작 비용을 5~6원으로 낮추었습니다. 캐나다, 영국, 호주는 페니 제작을 중단했고요. 실제 활용도가 낮고 제작 비용이 실제 가치보다 더 많이 든다는 이유로 말입니다.
그렇다면 1센트 동전 제작 중단을 반대하는 입장의 이유는 무엇일까요? 우선 오랫동안 사용된 동전이기 때문에 감정적으로 아쉬워하는 이유가 있고요. 좀 더 실질적인 이유로는 물가 상승을 유도할 수 있기 때문입니다. 물건의 가격이 10원, 20원 단위로 오르는 게 아니라 50원, 100원 단위로 오른다면 물가가 큰 폭으로 상승하게 된다는 것입니다.
또한 물건 가격에 99센트나 990원 등으로 물건의 가격이 끝나는 상품들의 경우 1센트가 사라지면 100센트, 1000원으로 가격이 올라갑니다. 판매자가 물건 가격을 내려서 판매하지는 않을 것이기 때문입니다. 때문에 소비자들은 1센트 더 비용을 지불하게 되는 것이죠.
1센트로 살 수 있는 상품들도 있습니다. 국내의 경우에는 쇼핑 봉투를 20원에 판매하기도 하죠. 1센트의 화폐 가치가 낮고, 구매력이 약해도 이러한 이유들 때문에 계속해서 필요하다는 주장입니다.

고대에는 구리를 악으로부터 그들을 구하기 위해 신이 보내준 선물이라고 믿었다고 합니다. 말굽이나 네 잎 클로버처럼 시간이 흐르면서 구리로 만든 동전이 행운을 상징하게 되었다는 거예요. 또한 어떤 사람들은 동전 양면을 선과 악으로 여겨서, 만약에 앞면으로 놓인 동전을 발견하면 행운이 있을 것이라 믿는다고 하고요. 뒷면으로 놓인 동전을 발견하면 앞면으로 뒤집어서 다음 사람이 동전 앞면을 볼 수 있도록 하고 말이죠.
그런데 위 영상에서는 사회자가 앞면으로 놓인 1센트를 발견했는데, 2020이 새겨진 1센트여서 그냥 버렸다고 얘기합니다. 앞면으로 놓이면 좋은 의미여야 하는데, 2020년에 워낙 많은 사건사고들이 생겼기 때문에 찜찜해서 버렸다는 의미죠.

It's one of the nation's longest running debates that you may not have even known existed.
"It is time to get rid of the damn penny!"
"I hate pennies!"
"Come on! Let's dump the penny!"

"It's of those things where I think people get attached emotionally to the way things have been."
And now, the pandemic oddly enough has given advocates of eliminating the penny the perfect opportunity.
"It's time to retire the penny."
"Why do you think that is?"
"The penny just isn't very valuable anymore. Inflation has eroded its value so much over time. In the United States, a person earns about a penny every two seconds. And so, it's going to take you a couple seconds to even use a penny. Then what do you gain from using the penny? Since our time is valuable, and time is money, and the money is not valuable, it's time to stop using this money."

Each penny costs about two cents to produce.
In fact, just last year, the U.S. Mint manufactured more than 7 billion pennies at a loss of nearly $70,000,000.
But this isn't just about dollars and cents.
Since March, a lot of consumers have been staying home.
That means a lot of online shopping, but not a lot of physical cash spending.
So coins have been stacking up in makeshift jars and underneath sofa cushions instead of in banks and cash registers.

In other words, all coins, including pennies, just aren't circulating.
"With the partial closure of the economy, the flow of coins, it's kind of stopped."
And while pennies might not seem to make sense to some, there are still many people who rely on them.
"We still have a lot of customers who prefer to pay with cash, whether it's for budgetary or other reasons. We've gotta serve them."

Hannah Walker is on the U.S. Coin Task Force and also represents FMI, the Food Industry Association, which works with groceries and pharmacies across the country.
"People are really hurting out there and the penny matters. How far can their penny go? How far can their pennies put together to make a dollar go?"
In the end, it would take an Act of Congress to eliminate the penny.
In fact, many bills have been introduced to do so, dating back decades, but none have actually been approved.
